Enhanced Protection and Solutions for Refugees through Inclusion in Chad’s National Digital Identity System

Refugees in Chad are being included into the government-led foundational digital ID system by the Agence Nationale des Titres Sécurisés (ANATS), in collaboration with the Commission Nationale pour l’Accueil et la Réinsertion des Réfugiés et des Rapatriés (CNARR), UNHCR and the World Bank. This inclusion enables the generation of a unique, lifelong national identification number (NNI) for each enrolled refugee, which is embedded in the refugee identity credentials issued by ANATS, the national ID agency, thus anchoring refugee ID credentialling within the national system and reinforcing national institutional ownership. The case study highlights the protection and solutions dividends of inclusion in national foundational ID systems. It supersedes a previous case study released in 2025.
