Report to the Greek Government on the visit to Greece carried out by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) from 20 November to 1 December 2023

During the November 2023 visit to Greece, CPT examined the treatment of foreign nationals deprived of their liberty under immigration legislation in pre-removal detention centres, in police and border guard stations and in the newly built Closed Controlled Access Centres on the Aegean Islands of Lesvos, Kos and Samos. The CPT expressed concerns about the lack of vulnerability identification and screening, the sufficient evidence of violent pushbacks to Türkiye and the lack of legal safeguards for detainees including access to a lawyer and interpreters.
