Ad Hoc Committee on Statelessness and Related Problems, Belgium: Proposal for Article I paragraph A. 2 of Document E/AC.32/L.6/Rev.1

2.         Any person who:

(a)   was a victim of the Nazi regime in Germany or in a territory allegedly annexed by Germany, or of a regime which fought on the German side in the Second World War or of a regime set up in a German-occupied country which helped Germany in its fight against the Untied Nations; or was, or has a justifiable fear of becoming, a victim of the Falangist regime in Spain;

(b)   for any of these reasons is outside the country of which he is, or formerly was, a national or, if he has no nationality, outside the country where he used previously to reside; and

(c)   is unable or unwilling, for the same reasons, to claim the protection of the country of which he is a national.
