UNHCR Comments on the European Commission’s Proposal to Amend the Safe Third Country Concept

This document sets out UNHCR’s position on the European Commission’s Proposal of 20 May 2025, which proposes to change the rules set out in Regulation (EU) 2024/1348 (‘Asylum Procedure Regulation’ or ‘APR’) regarding the safe third country (‘STC’) concept.
