UNHCR’s Recommendations to the Cypriot and Irish 2026 Presidencies of the Council of the European Union (January – December 2026)

UNHCR offers the following recommendations to the Cypriot and Irish Presidencies. These recommendations aim to support the Presidencies in shaping a principled, coherent, and forward-looking EU agenda on forced displacement.
The document is structured around four key pillars: 1 The EU’s role in international affairs, with a focus on values-based leadership and strategic engagement on forced displacement.
2 The functioning of the Common European Asylum System and current reform processes of the Pact on Migration and Asylum and related files.
3 The EU long-term budget and its role in enabling sustainable responses to displacement.
4 A number of regional and country-specific priorities, of strategic relevance to the EU.
