Iraq: Administrative Instructions No. 4 of 2024 to the Political Refugee Law No. 51 of 1971

The Federal Administrative Instructions (FAI) entered into force on 16 December 2024, outlining the process for handling political asylum applications in Iraq. These instructions specify submission procedures, committee operations, and the rights of applicants. The Permanent Committee for Political Refugees is responsible for processing applications, conducting regular meetings to assess eligibility, and issuing decisions. Under these instructions, refugees are granted rights such as freedom of movement, access to education, and lawful employment. The Ministry of Interior oversees refugee affairs, ensuring confidentiality and prohibiting forced expulsion. The new instructions replace a previous administrative directive and came into effect upon publication in the Official Gazette.
