Transmits report of the Panel on United Nations Peace Operations, chaired by Lakhdar Brahimi. On 7 Mar. 2000 a high-level panel was convened by the Secretary-General to undertake a thorough review and to present a set of concrete recommendations to assist the UN in conducting these activities more successfully in the future. Subjects covered include: Decision-making for peace operations; UN capacities for rapid deployment; Headquarters role in planning and supporting peacekeeping operations; Peace operations and the information age; Challenges to implementation. Annex 3 contains a summary of 20 recommendations.
