'Return is struggle, not resignation': lessons from the repatriation of Guatemalan refugees from Mexico

This paper uses the case study of Guatemalan refugees to find that “voluntariness” is not a necessary corollary of non-refoulement. It looks at the repatriation of refugees subsequent to end of civil war in Guatemala in December 1996 and how protection protection against refoulement was safeguarded despite the fact that the refugees did not always return voluntarily.
