The Refugee Convention as a rights blueprint for persons in need of international protection

This paper seeks to establish the fundamental conceptual connections between international refugee law and human rights law in order to argue that under international law, beneficiaries of protection, whether as Convention refugees or otherwise, are entitled to an identical status. While there are clear policy reasons why this should be the case, there are also cogent legal arguments that support the extension of Convention status to extra-Convention refugees.
