Community services in refugee aid programmes: a critical analysis

This paper introduces some of the guidelines and principles for community services that have been drawn up by UNHCR and are expected to be applied in the field. Drawing on experience from fieldwork and literature, especially in Zambia, the paper argues that these aspirations are unlikely to succeed within the current refugee aid regime.
