The constitution provides for freedom of speech and press. The national government and the four states publish newsletters. No daily newspaper exists, but two private newspapers are published weekly. Each state government also runs its own radio station, and one church radio station also broadcasts. Cable TV is available in three of the four states (Pohnpei, Chuuk and Kosrae), and Yap State has plans for a television receiver station. The Internet is playing an increasing information role; an estimated 1,700 inhabitants use it.
