Second paragraph (headed "URUGUAY")

The existing text should be deleted and replaced as follows:

"It should be stated in Article 3 that extradition should not be granted for political reasons or for those specified in Article 1".

Fifth paragraph (headed "URUGUAY")

The existing text should be completed to read:

"It should be stipulated in Article 4 that a request for territorial asylum be considered by a specially competent authority entitled to move the courts in a state of refuge".
