UNHCR's Recommendations for the French and Czech Presidencies of the Council of the European Union (EU)

This document identifies key priorities and recommendations for the incoming Presidencies of the Council of the EU at a time when sustainable reform is sorely needed. Section One outlines the core components for a functional asylum system within the EU on which UNHCR advises the Presidencies to focus. Section Two outlines areas for the Presidencies to prioritize in the EU’s external action in third countries, especially in low and middle-income countries, which host 85 per cent of the world’s refugees and Venezuelans displaced abroad and most of the world’s internally displaced people.
