General questions relating to the transmission and examination of information from Non-Self-Governing Territories

XVI. RESOLUTION ADOPTED ON THE REPORT OF THE FOURTH COMMITTEE
1745. General questions relating to the transmission and examination of information from Non-Self-Governing Territories

The General Assembly, Recalling resolution 1514 (XV) of 14 December 1960 entitled "Declaration on the granting of independence to colonial countries and peoples", Recalling its resolution 742 (VIII) of 27 November 1953, by which the General Assembly approved a list of factors to be used as a guide in determining whether a territory is or is not within the scope of Chapter XI of the Charter of the United Nations, and in particular section C of the second part of that list, Recalling further resolution 1541 (XV) of 15 December 1960, by which the General Assembly approved a list of principles to be applied in the light of the facts and the circumstances of each case to determine whether or not an obligation exists to transmit information under Article 73 e of the Charter, Bearing in mind that, according to principle XI set forth in resolution 1541 (XV), the constitution of a Non-Self-Governing Territory giving it self-government in economic and social matters has to be established through freely elected institutions, Mindful of the fact that the indigenous inhabitants have not been adequately represented in the legislature and not represented at all in the government,

1. Requests the Special Committee established by General Assembly resolution 1654 (XVI) of 27 November 1961 to consider whether the territory of Southern Rhodesia has attained a full measure of self-government;

2. Requests the special Committee to report on this matter to the General Assembly at its seventeenth session.

1106th plenary meeting,
23 February 1962.
