1983/40. Implementation of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief[1]94
The Commission on Human Rights, Conscious of the need to promote universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language or religion, Recalling General Assembly resolution 36/55 of 25 November 1981, in which the General Assembly proclaimed the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, Welcoming General Assembly resolution 37/187 of 18 December 1982, in which the General Assembly requested the Commission to consider what measures might be necessary to implement the Declaration and to encourage understanding, tolerance and respect in matters relating to freedom of religion or belief and to report, through the Economic and Social Council, to the General Assembly at its thirty-eighth session, Welcoming also Economic and Social Council decision 1982/138 of 7 May 1982, in which the Council requested the Secretary-General to disseminate the Declaration widely, as a matter of priority and in as many languages as possible, and to issue a pamphlet containing the text of the Declaration in the six official languages of the United Nations, Bearing in mind its resolution 1982/41 of 11 March 1982, Endorsing resolution 1982/28 of 10 September 1982 of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, Taking note with appreciation of the report of the Secretary-General,[2]951. Requests the Sub-Commission on Prevention of Discrimination and Protection of Minorities to undertake a comprehensive and thorough study of the current dimensions of the problems of intolerance and of discrimination on grounds of religion or belief, using as terms of reference the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief;
2. Requests the Secretary-General:
(a) To incorporate in his report to the Sub-Commission on Prevention of Discrimination and Protection of Minorities at its thirty-sixth session the views of the appropriate specialized agencies, including the United Nations Educational, Scientific and Cultural Organization, and of other appropriate bodies within the United Nations system and non-governmental organizations on measures to implement the Declaration;
(b) To hold within the framework of the advisory services programme in the period 1984-1985 a seminar on the encouragement of understanding, tolerance and respect in matters relating to freedom of religion or belief;
3. Also requests the Secretary-General to report to the Commission at its fortieth session on measures taken to implement the present resolution and on any developments relating to it;
4. Decides to consider this matter further at its fortieth session under the agenda item "Implementation of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief".
