8 (XXXV). Implementation of the Programme for the Decade for Action to Combat Racism and Racial Discrimination[1]14
The Commission on Human Rights, Reiterating its firm conviction that racism and racial discrimination are the total negation of the purposes and principles of the Charter of the United Nations and that they militate against human progress, peace and justice, Noting that the General Assembly, by its resolution 33/99 of 16 December 1978 has approved the Declaration and Programme of Action adopted by the World Conference to Combat Racism and Racial Discrimination, Bearing in mind resolution 9 (XXXII) and resolution 8 (XXIV) of the Sub-Commission on Prevention of Discrimination and Protection of Minorities with regard to the implementation of the Decade for Action to Combat Racism and Racial Discrimination, Mindful that the General Assembly by its resolution 33/99 stressed the importance of continuous action at all levels to eradicate the evils of racism, racial discrimination, colonial and alien domination and apartheid, Recalling that the General Assembly by its resolution 33/99 reaffirmed the special responsibility of the United Nations and the International community for the victims of racial discrimination as well as for peoples subjected to colonial or alien domination, Taking into account that violation of human rights, denial of the right of peoples under colonial or foreign domination to self-determination, violation of territorial integrity, foreign occupation, alien domination, economic and political oppression, social injustice and cultural contempt are among the root causes of discrimination and tension, Having considered the report[2]15 of the Sub-Commission on Prevention of Discrimination and Protection of Minorities on its thirty-first session,1. Takes note of resolution 1 (XXXI) of the Sub-Commission;[3]16
2. Requests the Economic and Social Council to authorize the Chairman of the Sub-Commission to appoint a working group of five of its members to meet for not more than three working days in advance of the thirty-second session of the Sub-Commission to make specific proposals for a work programme to implement the goals and objectives of the Decade for Action to Combat Racism and Racial Discrimination;
3. Recommends to the Economic and Social Council while considering the specific activities which could be undertaken during the second half of the Decade to ensure:
(a) full co-ordination and co-operation within the United Nations system in relation to the implementation of the activities of the Decade for Action to Combat Racism and Racial Discrimination;
(b) evaluation of the status of support given to victims of racism and racial discrimination;
(c) proper focus on the social, economic, cultural, political and other roots of racial discrimination;
(d) wider adherence to the International Convention on the Elimination of All Forms of Racial Discrimination and the International Convention on the Suppression and Punishment of the Crime of Apartheid, as well as the United Nations International Human Rights Covenants.
