We Pasteur BIZIMUNGU, President of the Republic of Rwanda, THE TRANSITIONAL NATIONAL ASSEMBLY HAS ADOPTED AND WE SANCTION, PROMULGATE THE FOLLOWING LAW AND WE ORDER THAT IT BE PUBLISHED IN THE OFFICIAL GAZETTE OF THE REPUBLIC OF RWANDA. The Transitional National Assembly, meeting in its session of October 20, 1998. Given the Fundamental Law, especially the Constitution of June 10, 1991, in its article 69 and the Arusha Protocol of Agreement in its section concerning Power-Sharing, article 6-d, 40, 72 and 73; Given the Law n° 02/98 of January 22, 1998 establishing a National Assistance Fund for the neediest victims of genocide and massacres committed in Rwanda between October 1, 1990 and December 31, 1994; ADOPTS:

Article one:

Article 12 (1) of Law n° 02/98 of January 22, 1998 establishing a National Assistance Fund for the neediest victims of genocide and massacres committed in Rwanda between October 1, 1990 and December 31, 1994 is amended as follows: The State allocates annually to the fund an amount of 5% of the State's own domestic revenue of the budget.

Article 2:

Without prejudice to the provisions of the first article of this law, the state's allocated Fund for the year 1998 is fixed to Tree Billions Eight Hundred Thirteen Millions One Hundred Thirty Nine Thousand one Hundred Twenty Six Rwandan Francs (3,813,139,126 Frw).

Article 3:

All previous legal provisions contrary to this law are abrogated.

Article 4:
