With reference to the statement made by the representative of the I.L.O. on the question of refugee seafarers at the twelfth meeting of the Conference on 9 July 1951, the following text was submitted as a suggestion for consideration in connexion with article 23:
"2. For the purpose of paragraph l of this Article, the Contracting States shall give sympathetic consideration, in the case of a refugee who is a bona fide seafarer, to the possibility of allowing such a refugee to reckon any period spent as a crew member on board a ship flying the flag of a Contracting State as residence in the territory of that State."
