Décret relatif à l'Office français de protection des réfugiés et apatrides et à la Commission des recours des réfugiés of 14 août 2004, which replaces the decree of 2 May 1953, brings some important changes to the asylum procedures. One of the main innovations is that the assessors representing UNHCR at the Commission des recours des réfugiés are now appointed for a period of 5 years (Art.12). This new appointment regime will enter into force as of beginning of next year (Art. 34). UNHCR Paris is currently consulting with a wide range of partners (lawyers, personalities, assessors, government officials) in order to finalise its note for HQs on all the other relevant provisions of this text.
