Russian Federation: Resolution of 1993 of the Supreme Soviet on Enactment of the Law on Forcibly Displaced Persons

The Supreme Soviet of the Russian Federation hereby resolves:

1. To bring into force the Law of the Russian Federation "On Forcibly Displaced Persons" as from the date of its publication.

2. To ask the President of the Russian Federation to instruct the Government of the Russian Federation within the period of two months to accomplish the tasks as follows:

•to bring the decisions of the Government of the Russian Federation, including those determining goals and functions of the Federal Migration Service of Russia, in line with this law;

•to ensure the review and repeal by the Ministries, State Committees and Departments of the Russian Federation of normative acts which are in contradiction with this law;

•to provide for allocations from the budget as is necessary for the implementation of the provisions established by articles 3, 5 and 7 of this law, and to determine the procedure for the formation of the Refugee Aid Fund (a special pool of financial resources intended for rendering assistance to displaced persons).

3. The Committee on Human Rights of the Supreme Soviet of the Russian Federation jointly with the Commission of Citizenship under the President of the Russian Federation shall work out and submit for the consideration of the Supreme Soviet of the Russian Federation proposals regarding amendment of the Law of the RSFSR "On citizenship of the RSFSR", with the view of simplifying the procedure of acquiring the citizenship of the Russian Federation by citizens of the former USSR who resided, or are now residing, outside the Russian Federation and were forced to leave, or have the intention to leave, the places of their permanent residence on the grounds provided for in paragraph one of article 1 of the Law on Russian Federation "On Forcibly Displaced Persons".
