(1)This Order may be called the Foreigners (Restriction on Pakistani Nationals) Order, 1971.
(2)It shall come into force at once.
2.In this Order, "Civil Authority" means a Civil Authority appointed under sub‑paragraph (2) of Paragraph 2 of the Foreigners Order, 1948.
3.Save as otherwise provided in this Order, no Pakistani National or a British subject (other than a citizen of India) who, or either of whose parents, or any of whose grand‑parents, was born in the territory now included in Pakistan shall ‑
(a)leave the local limits of the city, town or village in which he is resident; or
(b)absent himself from the place of his residence for a period exceeding twenty‑four hours,
without obtaining the prior permission in writing of the Civil Authority concerned and any such permission shall be subject to such conditions as the Civil Authority may think fit to impose:Provided that the Civil Authority may in its discretion exempt any such national or subject or class of nationals or subjects from the operation of this Order.
4.No Pakistani National employed in a Pakistani Diplomatic or Consular Mission in India or the wife or any child of any such person shall ‑
(a)leave the local limits of the city in which he or she is resident, or
(b)leave India by land, air or sea to a destination outside India,
except in accordance with such conditions, including those in regard to route, time and place of departure, as may be specified in a permit issued by the Central Government in the Ministry of External Affairs.
