An Afghan national whose home district in Afghanistan could be considered to be safe, was found not to have any safe means of travelling to his home district, as the only road connection could not be considered safe and there were no other realistic travel alternatives for the application. Accordingly, the application did not have an internal flight alternative, and should be granted a residence permit on the grounds of humanitarain protection needs in accordance with paragraph 88a of the Aliens Act.
