Some of Russia's leading rights groups are protesting unscheduled inspections by prosecutors, saying they were meant as intimidation.

Memorial, Transparency International, the Moscow Helsinki Group, and a dozen others said in a statement late on September 20 that the unscheduled checks last week violate the law.

They said prosecutors visited some 40 nongovernmental organizations searching for registration and financial documents.

Moscow City prosecutors' office last week said it had begun a probe of a number of NGOs to verify their compliance with a 2006 law that imposed tough regulations and increased scrutiny for nongovernmental organizations.
