Country Reports 2003 states that Malaysians travelling to Israel need prior permission from the government to do so (25 Feb. 2004, Sec. 2d).

In a 1 September 2004 telephone interview, a representative from the Malaysian High Commission in Ottawa provided the following information:

The representative did not state whether government permission was needed for Malaysians to travel to Israel, but did say that the Malaysian government did not recommend Malaysians to travel to Israel and that those who travelled there did so at their own risk. The representative also stated that the Malaysian government had no diplomatic office in Israel. According to the representative, page six of the Malaysian passport states that it is valid for all countries except for Israel. The representative stated that there would be no "problem" for Malaysians who had travelled to Israel upon their return to Malaysia. A copy of page six of the passport could not be obtained by the Research Directorate.

Additional and/or corroborating information on travel procedures for Malaysians to Israel could not be found among the sources consulted by the Research Directorate.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
