For further information on the Committee of Nationwide Reconciliation (CNR) in Albania, please consult ALB43380 of 10 March 2005.
Information on whether the committee oversees the work of blood feud reconciliation committees or whether it can verify attestations from blood feud reconciliation committees was scarce among the sources consulted by the Research Directorate. The following information was taken from the CNR Website; however, it was impossible to corroborate the information among the sources consulted by the Research Directorate.
The CNR presents itself as a "forum of ... groups and associations of reconciliation and some human rights organizations, foundations for the protection and integration of cultures, etc." (n.d.).
The CNR gives some information about its relationship with local committees and the fact that "[t]he Committee has its representatives in every district, village and city" (CNR n.d.). It adds that "all the associations of reconciliation have accepted the program and strategy of" the CNR and that the district boards of the CNR coordinate the work with the associations working in the field (ibid.).
According to the CNR, "missions of reconciliation" are mostly active in Tirana, Shkodra, Puka, Mirdita, Berat and Fier, where the CNR has representatives (2003-2004).
No specific reference to attestations could be found; however, the CNR states that it plays a certain role in verifying the authenticity of blood feud-related documents at the request of local governments :
Every document signed by us is identical and respected by all the states member of OSCE, [...] but we have noticed cases [in which]that certificates are released in fictive way by some associations. The governments of some districts send these certificates to the committee for verification.
