In correspondence sent to the Research Directorate on 19 February 2004, an official at the consular section of the Embassy of the United Arab Emirates stated that for the purposes of naturalization and residency requirements, "no distinction [exists] between stateless Palestinians who hold a travel document from another Arab country, and Palestinians whose travel document is issued by the Palestinian National Authority." There is, however, one exception (Embassy of the United Arab Emirates 19 Feb. 2004). If the country that issued the travel document denies entry to the Palestinian person in question, then the United Arab Emirates reciprocates and also denies entry to this person into its own territory (ibid.).
