According to a 29 November 2002 telephone interview with the Third Secretary of the Embassy of Peru in Ottawa, Congressman Rafael Rey, formerly with the party Avancemos, is currently a member of the political party Unidad Nacional. Rey's term as a congressman representing the city of Lima began on 27 July 2001 and will end on 26 July 2006 (Congreso.gob.pe 2002). The Secretary described Rey as a conservative politician and added that Rey is a member of the international Roman Catholic group Opus Dei (Peru 29 Nov. 2002).
The Secretary did not know of any reports of misconduct or criminal activity by congressman Rey (ibid.), nor were any such reports found among the other sources consulted by the Research Directorate. According to the Secretary, a government employee who is mistreated by a government authority can seek assistance from the Ombudsman's office (ibid.). This office, known as the Defensoria del Pueblo, is an independent body that was established in 1993 and has a mission to protect the constitutional rights of the person and the community (Defensoria del Pueblo 2002). The office offers preventive strategies and mediation to deal with conflict (ibid.).
