Information on the above-mentioned topic could not be found among the sources consulted by the Research Directorate. However, the following information about the ASERCA program may be of interest.

According to it's own Website, ASERCA was created by presidential decree on 16 April 1991, and is a branch of the federal department called the Secretary of Agriculture, Ranching, Rural Development, Fishing and Food Production (Secretaria de Agricultura, Ganaderia, Desarrollo Rural, Pesca y Alimentacion, SAGARPA) (n.d.). ASERCA serves two basic functions; the first is to strengthen the commercialization of farming by providing fiscal support, fostering market mechanisms, and promoting exports (ibid.). The second function is operating and administering the Program of Direct Support to the Countryside (Programa de Apoyos Directos al Campo, PROCAMPO), described as a program of central importance in the "new scheme" (nuevo esquema) of agricultural development in Mexico (ibid.). PROCAMPO directly transfers government aid to farmers with minimal resources in order to help them enter the marketplace (ibid.).
