No information about the councillor named in the Information Request could be found among the sources consulted by the Research Directorate.

The business card provided by the Requester was a phone number to the main office of the Municipality of Cartago (Municipalidad de Cartago); however, no one there was willing to provide public information about the individual named on that card.

In a 26 November 2002 telephone interview, the Consul General of the Embassy of Costa Rica in Ottawa stated that municipal officials must be residents of the same municipality in which they were elected. In other words, an elected municipal official cannot live in one municipality and work in another (Embassy of Costa Rica 26 Nov. 2002).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Please find below the list of additional sources consulted in researching this Information Request.
