The information that follows was provided by a staff officer at the International Region section of Citizenship and Immigration Canada (CIC) in Ottawa during a 3 March 2003 telephone interview. It adds to the information provided in VEN23276.E of 14 February 1996 and ZZZ27189.E of 16 June 1997.
Canada began requiring visitor visas from Venezuelans as of 1 August 1995. Until then, Venezuelans had visa-free access to Canada. The visa requirement replaced a long-standing bilateral agreement between Venezuela and Canada that exempted Venezuelans from holding a Canadian visitor visa in order to enter Canada.
