The Provisional Government of Eritrea issued Eritrean Nationality Proclamation No. 21/1992 on 6 April 1992 to establish criteria for determining Eritrean nationality (UNDPI 1996, 21). The proclamation is attached to Response to Information Request ETH20690.E of 18 May 1995.
Africa Confidential notes that:
It wasn't just the Eritrean Liberation Front (ELF) which was angered by the EPLF's [Eritrean People's Liberation Front] refusal to admit ELF papers as evidence of registration in the referendum. Only EPLF documents were acceptable: these could be bought on the spot for $75 in the USA, £50 in Britain, DM55 in Germany, and 30 birr in Ethiopia or Eritrea (30 Apr. 1993).
