Please find attached the most comprehensive and recent description of asylum procedures in Panama available to the Research Directorate. The chapter on Panama of the March 2000 Benchmarks for Refugee Protection in the Puebla Process provides statistics, legal information, a detailed description of the refugee determination process and related information.
Also attached, please find an August 1994 report that describes asylum procedures in Panama. The January 1998 edition of the UNHCR REFWORLD database available to the Resource Directorate cites as current the same legislation cited in the attached 1994 document. No reports of changes to these procedures until the February 1998 adoption of new legislation reported in Benchmarks for Refugee Protection could be found among the sources consulted. However, the June 1997 Amnesty International document Refugees: The Right to Escape From Death, available in the REFWORLD database and through Regional Documentation Centres, reports on how Panama has dealt with groups of Colombian refugees who crossed to border into Panama.
