On 3 January 2001, a representative of the Nigeria High Commission in Ottawa stated that:
In Nigeria, there is no difference between a Birth Certificate and a Certificate of Registration of Birth.
[The] Certificate of Registration of Birth is currently produced by the National Population Commission and issued by the Local State Government.
