On 29 November 2001 the assistant commissioner of the Department of Registration of Persons in Colombo stated that the official signature that appears on each Sri Lankan National Identity Card (NIC) is that of the commissioner of the Department of Registration of Persons. Since 31 March 1994 the current commissioner, Mr. Ranasinghe, has signed all NICs, and no one else has the authority to sign them.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
