A February 2000 article published on the Paris-based Centre d'études et de recherches internationales Website entitled "Chronique politique en Libye" states that:

Kadhafi decided in 1998 to create a suitable security framework in the struggle against the "Zanadiqa" (atheists, as designated by the Guide of the Revolution for the followers of political Islam) that would be supported in its action by a research and documentation centre on armed Islam. In portraying himself as an Islamist foe, Khadafi wants to show the Americans that he is a credible bulwark against the Islamist bid for power.
Additional and/or corroborating information on an Islamist group called "Zanadiqa" could not be found among the sources consulted by the Research Directorate.
