In a 29 November 2001 interview, the private secretary of the Office of the Mayor of Mosquera stated that Captain Carlos Felipe Peralta Villegas served as the town's mayor between 1 January 1995 and 31 December 1997. She added that Alvaro Rozo was mayor of Mosquera from 1 January 1998 to 31 December 1999, and that Jairo Benavides Fernández served as mayor between 1 January 2000 and 9 March 2001. The private secretary further stated that she was not aware of either Captain Peralta or his family experiencing any problems, including threats or harassment, while he was mayor.

While the Research Directorate could not corroborate information provided by the private secretary with the regard to the name of Mosquera's mayor between 1995 and 1997 or problems he may have experienced during this period of time, a number of newspaper reports make reference to Alvaro Rozo and Jairo Benavides Fernández (El Tiempo 6 Oct. 2001; ibid. 6 Apr. 2001; ibid. 23 Sept. 2001). For example, the Bogotá newspaper El Tiempo stated that Rozo was mayor of Mosquera from 1998 to 2000 (6 Oct. 2001). In 6 April 2001 report, El Tiempo indicated that Benavides was removed from his position as mayor and a warrant issued for his arrest on 9 March 2001 in connection with alleged corrupt practices while he was mayor of the town between 1992 and 1994.
