No mention of a Mendoza provincial government organization known as the Youth Council could be found among the documentary sources consulted by the Research Directorate.

However, in a 10 November 2000 interview, a program manager at the Provincial Youth Institute (Instituto Provincial de la Juventud) in the City of Mendoza stated that the Youth Council underwent a name change following the elections of 24 October 1999, and is now known as the Provincial Youth Institute. Its president is Marcela Rocco (ibid.). According to the program manager, there are no direct elections for posts within the Institute; individuals in leadership positions are appointed by the government (ibid.).

The Provincial Youth Institute has a mandate to formulate and execute policies and other initiatives which promote the personal development of young people between the ages of 15 and 29 years (Gobierno de Mendoza 2000a). The Institute delivers civil education programs as well as offering information on youth services, scholarships and post-secondary educational opportunities throughout the country (ibid. 2000b).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
