Ngarlejy Yorongar was arrested and detained on 3 June 1998 for having defamed the President of the Republic and the President of the National Assembly (FAR 30 Sept. 30 1999; AFP 4 Feb. 1999; Africa Research Bulletin June 1998, 13152). His case was first heard on 5 June 1998 (FAR 30 Sept. 1999; Inter-Parliamentary Union 12 Sept. 1998, 1). He was sentenced to a term of three years in prison and a fine of 500, 000 CFA francs on 20 June 1998 (ibid.; AI 3 Aug. 1999). Although the Appeal Court in N'Djamena upheld the three year sentence on 24 December 1998 (FAR 30 Sept. 1999; AFP 4 Feb. 1999), he was released by presidential decree on 4 February 1999 (ibid.).
