On 21 March 2000 a representative of the Soldiers' Mothers' Committee in Krasnodar stated that the governor of Krasnodar did not sign a law drafting all students from the Krasnodar region into the army. On 22 March 2000 a representative of Creative Union, an anti-war NGO founded by artists and writers in Krasnodar, stated the same thing.
Further corroborating information could not be found among the sources consulted by the Research Directorate.
A representative of the Krasnodar Human Rights Association (KHRA) stated on 21 March that the KHRA has no knowledge of a law or decree by the Krasnodar governor drafting students into the armed forces, but the representative added that most decrees by the local government in Krasnodar are not published.
