According to the Jammu and Kashmir Liberation Front (JKLF) of Amanullah Khan Website, its chapter on "Other Kashmiri Organisations" states that:

Among those [NGOs] quite active abroad are the Washington-based Kashmir American Council headed by Dr. Ghulam Nabi Fai; UK based World Kashmir Freedom Movement headed by Dr. Ayub Thakur; Jammu Kashmir Council For Human Rights headed by Syed Nazir Gilani; Kashmir Welfare Association (Kashmir Relief Fund) patronised by Lord Avebury, head of the Human Rights Group in British Parliament; New York based Council for Human Rights in Kashmir headed by Farooq Kathwari who has now founded Kashmir Study Group (KSG); Kashmir Canadian Council; Pakistan-based Kashmir Action Committee headed by Dr Muzafar Shah and Col. Ali Mohammad Mir; Karachi-based Jammu Kashmir Welfare Association headed by Dr. Nazir Khalid and Khwaja Ahsan; UK-based Tehreek-e-Kashmir; Kashmir Council for Human Rights and Kashmir Watch are also functioning, whereas a group of Kashmiris living in Los Angels headed by M. Rafiq Khan was quite active for quite some time." (JKLF 29 May 1997, chap. 9).

Please note that the Karachi-based Jammu Kashmir Welfare Association is also listed in the above paragraph. The JKLF Website did not provide additional information on these NGOs.
