In mid-December 1998 a new executive committee of the JJD of the Feni district was formed, with Syed Mizanur Rahman as its president, and Jahangir Alam as general secretary (The Daily Star 19 Dec. 1998).
In late December 1998 a new central committee of the JJD was soon to be announced, with Gayeshwar Chandra Roy, the then general secretary, slated to replace Mirza Abbas as president (ibid. 27 Dec. 1998). Khairul Kabir Khokan was favoured to become general secretary (ibid.).

On 25 January 1999 JJD leader Shameen was arrested in Jhalakat(h)i and later sent to jail for stabbing and critically injuring Jalal Hossain, president of the Rajapur Bangladesh Chhatra League (BCL) (The Daily Star 3 Feb. 1999; The New Nation 3 Feb. 1999). On 27 January co-accused Khalilur Rahman Chunnu, a joint secretary of the thana BNP, was also arrested (ibid.; The Daily Star 3 Feb. 1999).
On 1 November 1999 four Sylhet Jubo Dal leaders were acquitted of the charges of possessing illegal arms and explosives that had been filed against them under the Arms & Explosives Act of The Special Powers Act (SPA) in 1994 by the then Jail Super of Sylhet who claimed the accused had attacked him with fire arms and explosives (ibid. 2 Nov. 1999).
In mid-December 1999 Mohammad Selim, the JJD Vice President of the Lalkhan Bazar ward unit, was killed in Chittagong by unidentified assailants (News from Bangladesh 12 Dec. 1999). According to police quoted in The Independent, Selim had been wanted "in a number of cases, including five murder cases" (ibid.). Following Selim's death, his supporters "went on a rampage " and barricaded several city roads (ibid.).
