For documents on the interim government formed by Ali Mahdi Mohammed, please refer to the United Nations Security Council document entitled The Situation in Somalia: Report of the Secretary-General. This report gives a summary of the UN involvement in Somalia and the Somali personalities the UN has been dealing with since its intervention in Mogadishu.
Also find enclosed copies of the documents requested on resolutions from the UN Security Council and General Assembly, as well as speeches and other documents, relating to the UN decision to intervene in Somalia. Some of these documents do not fall within the exact period requested nor do all of them refer directly to the Somali issue. Nonetheless, they are included since the information they contain may provide some useful background.
According to an official of the Department of Foreign Affairs and International Trade, the yearly UN General Assembly sessions begin in September and end in December (19 Nov. 1993). The distribution dates for the documents are often later than the dates of the decisions or resolutions (Ibid.).
Regarding documents from the UN General Assembly, please find enclosed resolutions, speeches by some selected delegations to the 47th Session of the UN General Assembly and Canadian statements that touch on various aspects of the Somali situation. Although statements by delegations often summarise policy directions on several issues, these statements are included for their references to the Somali tragedy. The speeches of these particular countries have also been selected because of the degree of these countries' involvement in Somalia, the relevance of the speeches to the Somali issue or their availability to the DIRB in Ottawa.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
