No information on a demonstration by indigenous people in Otavalo on 11 November 1997 could be found among the sources consulted by the Research Directorate.
However, El Comercio and The Oil Daily reported that on 26 November 1997 oil workers and indians protested government reforms favouring privatization and an end to the right to strike by public employees (27 Nov. 1997; 1 Dec. 1997). The Oil Daily report stated that trade union workers and indians participated in road blockades and marched to the capital to protest these government reforms. El Comercio stated that indigenous groups in the northern zone, which includes Ibarra and Otavalo, did not support the protests that took place in Quito and Cuenca, but that some indigenous people in Otavalo and Atuntaqui did participate in blockading the interprovincial route.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Please find below the list of additional sources consulted in researching this Information Request.
