Information on the above topics is contained in the attached Response to Information Request ETH17601.E of 2 June 1994. According to an article published in the Africa Research Bulletin, when the government of the Eritrean People's Liberation Forces (EPLF) expelled 200,000 Ethiopians (1-30 Apr. 1993). The Africa Research Bulletin article states that Ethiopia did not respond in the same manner, but instead gave Eritreans the option of staying in Ethiopia or returning to Eritrea (ibid.). The same source states that "those who choose Eritrea may stay in Ethiopia as foreigners, but they will no longer be able to work for the Addis Ababa government" (ibid.).
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
