In a telephone interview on 25 May 1995, an official at the embassy of Albania in Washington provided the following information. As of 1 April 1992, an Albanian citizen abroad wishing to enter Albania has required a passport. If the Albanian person is without a passport, the person may go to the Albanian embassy in the country concerned to obtain a travel document, which may be used in lieu of a passport for entry into Albania. The official did not elaborate on the details of the travel document. The official did not provide information on the requirements of Albanian citizens abroad to enter Albania before 1 April 1992.
