Please find attached a copy of an article from an Ecuadorean magazine that provides detailed information on a case of alleged mismanagement, speculation and smuggling of rice supplies during the presidential term of Rodrigo Borja. The article, listed below, mentions the minister of Agriculture and the general manager of the state enterprise ENAC of the Borja administration as the main figures implicated in the speculation and smuggling of rice supplies to Colombia that apparently provoked a shortage of rice in Ecuador, despite good crops in the last few years.
