The various reports available on the May 1995 elections for state governor in Guanajuato do not report official participation by the Partido Verde Ecologista (PVEM). For example, one account of the elections refers to the "five parties disputing the elections" (cinco partidos contendientes), namely: PRI, PAN, PRD, PFCRN and PT (La Jornada 29 May 1995). The State Electoral Institute (IEE) of Guanajuato gave the following official results: 723,337 votes for PAN; 409,578 for PRI; 87,438 for PRD; 9,769 for PFCRN; 14,833 for PT; 1,834 for non-registered candidates (para candidatos no registrados) (ibid. 5 June 1995).
During a 26 January 1999 telephone interview, PVEM deputy of the State Congress of Guanajuato Isidoro Arellano stated that the PVEM gubernatorial candidate was initially a female doctor, Sra. Dra. De Araujo. However, the party was not well known in Guanajuato at the time and had little chance of winning the election on its own, so it formed a coalition with the PRI and supported the latter party's candidate, Lic. Ignacio Vazquez Torres, instead of fielding its own candidate. Deputy Arellano indicated that this decision was made at the state executive committee level of the PVEM; the state committees of the party enjoy autonomy and can make such decisions without consultation or previous approval from the national executive.
