According to page one of a facsimile sent to the DIRB on 12 September 1997 by the coordinator for the project on human rights monitoring of the Council for the Defence of Human Rights and Freedoms in Pristina, "from 1970 until 1980 the birth certificates were printed in both the Serbo-Croatian and Albanian languages."

In a 23 September 1997 telephone interview, the coordinator added that from 1970 until 1989 the birth certificate forms were bilingual documents that contained information in both the Serbo-Croatian and Albanian languages, but after 1989 the information was only in Serbo-Croatian.
