According to a representative of the Consular Section of the Embassy of the People's Republic of China in Ottawa, throughout China it is the notary public office at the municipal level that issues birth and death certificates (21 May 1996).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
