According to a representative of the High Commission for Pakistan in Ottawa, the language of instruction in public schools is Urdu while that of private schools is English (27 Oct. 1993). Students attending public and private schools are required to learn English or Urdu, respectively, as a secondary language (Ibid.). The representative adds that, in the period from 1975 to 1980, the same language regulations existed.

 Pakistan: A Country Study states that

[t]he language of instruction, according to 1979 and 1983 decrees, is Urdu. Implementation of instruction in Urdu has been hampered by a lack of adequately trained teachers. Instruction in the private schools frequented by the elite and the aspiring middle class remains, de facto, English (1984, 125-6).
